既然墙会SNI检测，为什么改host还有用？

https://tecrobe.github.io/blog/post/gfw-history-and-tech/ 这篇文章提到墙会根据SNI来判断用户要访问的域名，那么为什么改host还有用？从这个https://github.com/googlehosts/hosts/issues host的repo来看，目前google无法通过改host访问，但是很多其他网站仍然可以通过改host访问。
