新闻界学界就李鸿忠事件报全国人大书
创造条件让人民批评政府及监督政府,写入今年两会的政府工作报告。温家宝总理言犹在耳,即发生湖北省长李鸿忠抢夺记者录音笔一事。舆论哗然,为当场强夺之举动心惊,更为其后狡辩之言辞心寒,其谓“我们就担心她不是记者,就把录音笔拿去看看了”。在国会庄严之地,一方大员公然背弃政府承诺,出演暴力丑剧,不惮以轻浮言论搪塞天下,凡有良知之士,莫不出离愤怒。
李鸿忠主政湖北,单就社会民生领域,纷攘轰动事件一起再起。邓玉娇案本是乡镇恶吏作奸犯科,地方官府恃权欺瞒,以杀人罪起诉受害人,监视、殴打、驱赶记者,不惜牺牲法治以遮掩官员颜面。石首事件引燃街头骚乱,李鸿忠畏缩诿责于前期,后以强力收拾残局,坊间余恨迄今未平。再有荆州挟尸要价场面,惨状惊悚国人。湖北公共治理警钟频传,行政乱象可见一斑。
两会既开,民众叩问国是。李鸿忠身为全国人大代表,理应检视执政得失,思量与民为善。察李鸿忠言行,背离政治文明,迹近自我骄横。强夺事件,受害者绝非当事记者一人。媒体权利折戟,大众知情权受挫,国家形象受累,议会殿堂蒙羞。李氏表现,辜负民众信托,有损人大威仪,于国,于党,于民,流弊昭然。
宪法赋予媒体人之权利,乃公民问政之权利,强权悍然践踏,理当据理抗议。坐而论道不如起而行之。老报人周瑞金仗义执言,中宣部新闻局原局长钟沛璋逾八旬,于病榻之上著文呐喊。
在此郑重呼吁,新闻界与知识界同声相应,知耻而后勇,合力声讨李鸿忠事件的恶劣影响。报纸杂志电视电台网络微博,媒体无论类型,记者不分南北,请坚决报道后续事态,迎向此次权利之战。盼望新闻人振臂声援,欢迎公民附议此书。忍无可忍,无须再忍。让天下人知道尚有新闻记者,让天下人知道尚存新闻人格,更要让天下人知道尚有公民权利。李高官暴怒在前,也该让他听到并目睹新闻界之怒,亦是布衣之怒。
吾辈请愿行动均是公开而为,依法而为。吾辈责难李鸿忠,凭借的无外乎是非感与公义心。新闻界诉求目标有二:要求李鸿忠立即向新闻界及公众道歉并辞职;吁请相关机构立即启动调查程序,罢免李鸿忠湖北省省长职务与第十一届全国人大代表资格。
因此,我们郑重提请全国人大主席团及秘书处高度关注李鸿忠事件事态发展,查勘李鸿忠不当言行;专门调查并完整公布李鸿忠强夺记者录音笔的事件真相,责成李鸿忠公开道歉,严肃核查相关机构对其省长职务和代表资格的罢免程序。
媒体诸同仁,抗议不必苛求胜算,但求无愧于心。兹此抗议,事关业界尊严,更见新闻良知。同业侧身之报馆、广播电视台、网络公司,岂堪一再受辱?社会公义与道德良知,不可反复蒙羞。敬请共襄义旗,守望相助。为新闻界争尊严,亦是为民众争尊严。

Letter submitted to the National People's Congress from the press
media and academic circles regarding the Li Hongzhong incident
Written in the government work plan presented at this year's
parliamentary session is the stated need to create the conditions
which allow for the public to both criticize and monitor the
government. With these words still fresh in the mind of Prime Minister
Wen Jiabao, thus took place the incident in which Hubei governor Li
Hongzhong snatched a recording device out of the hands of a
journalist. With the public uproar arising from this still having yet
to subside, statements since made by governor Li have left many even
further disappointed, statements to the effect of, "we were concerned
as to whether or not she was in fact a reporter, and so we took her
pen recorder to check." In a venue as sacrosanct as the national
parliament, any person of conscience would find it difficult not to be
infuriated by a high-ranking official who would not only openly
contravene on a government promise and find it acceptable to make such
a violent and gross display, but who would then further unabashedly
try and justify such behavior.
Looking strictly at the public realm, Hubei province, under Li
Hongzhong's governance, has been embroiled by one controversy after
another. The Deng Yujiao case itself was one of pernicious rural
officials breaking the law and the impudence of local government
officers in trying to cover it up, from charging the victim with
manslaughter to the monitoring, beating and expulsion of journalists,
all carried out with no apparent concern over sacrificing rule of law
in the name of protecting a small number of officials. During the
Shishou incident which exploded into riots on the streets, Li
Hongzhong's initial response of making excuses in a weak attempt to
avoid responsibility was followed by the use of force as means to put
down the unrest, the resulting deep-rooted anger from which has yet to
subside even as of today. Later came the scene in Jingzhou of people
having to negotiate the price in the retrieval of drowned corpses, a
travesty which shocked the nation. Public order alarms in Hubei
continue to sound, a sign of the administration's dysfunction.
With the annual parliamentary sessions now underway, the public have
many questions regarding the state of the nation. As a representative
to the National People's Congress, Li Hongzhong's successes and
failures as a leader ought to be scrutinized and the needs of the
people considered. Judging from Li Hongzhong's statements and actions,
he has forsaken civilized politics and approaches his civic duty with
ego and arrogance. In the incident of the snatching of the pen
recorder, the victim by and far is not just the one reporter involved.
When the professional duties of media workers are met with
interference, the public's right to know is hampered and the nation's
image similarly affected, bringing shame onto the house of our
nation's leaders. Mr. Li's public display has been a betrayal of the
public trust, damaging to the dignity and prestige of the National
People's Congress and a clear abuse of the state, the Party and the
people.
When rights bestowed upon media by the constitution, and upon the
public to question the government, are brazenly trampled upon by those
with power, to protest is both rational and within reason. A situation
such as this in which we now find ourselves can only be best met
through action rather than further contemplation or inaction. Veteran
journalist Zhou Ruijin demonstrated this when he felt the duty to
speak out, and Zhang Peizhang, former chief of the Central Propaganda
Department news bureau, now in his eighties and from his sickbed, has
also written a call for action.
In their many weighty opinions on this matter, those from both the
news and academic worlds speak now with the same voice, having found,
in the shared shame this incident has brought upon them, the resolve
to unite in condemning the terrific impact the Li Hongzhong incident
has had. Regardless of your medium, be that newspaper, magazine,
television, radio or microblog, or be you journalist from north or
south, please do not hesitate in your resolve to continue reporting
this story as it develops, as this is a battle for all of our rights.
We look to news workers to raise your arms and voice your concerns, at
the same time that we welcome citizens to second the points made
within this petition. Our tolerance has run its length and extends no
further. People need to be reminded that journalists still exist in
this world, as well as to be reminded what being a journalist means;
more importantly, people need to know that their civil rights still
belong to them and them alone. Having witnessed senior official Li's
rage, the time has now come for him to see and hear the fury of the
news media profession and how far that fury has now spread.
We, the undersigned, submit this petition openly, in full accordance
with the law. Out of nothing more than a sense of right and wrong and
faith in justice, we hereby censure Li Hongzhong. With regards to the
objective in doing so, we the media have two requests: that Li
Hongzhong issue an immediate apology to the press and to the public,
followed by the issuing of his resignation; secondly, we call upon
each of the chairpersons and secretariat of the National People's
Congress to immediately launch an investigation into Li's actions and
to commence impeachment proceedings.
We hereby leave it upon the Standing Committee of the National
People's Congress to explore the nature of Li Hongzhong's improper
conduct and to monitor future developments; to launch an active
investigation and publicly release the full findings into the truth of
the matter regarding Li Hongzhong's seizure of a journalist's
interview recording device; to see to it that Li Hongzhong issues a
public apology; and, with the utmost gravity, examine his suitability
to serve as a National People's Congress representative, following
which, to deliver to him an order to accept responsibility for his
actions and deliver his resignation.
Fellow media colleagues,
While protest may not lead to victory, there would be no reason in
such an outcome to feel ashamed. Through this protest, our cause is
respect for our profession and the conscience of our news media. Which
of those among us, be you from a newspaper, radio or television
station or Internet company, hasn't repeatedly experienced this very
sort of humiliation? Social justice and moral conscience must not and
will not time and time again be put to shame. You are called upon to
work toward our common cause, to look out for and assist one another.
To strive for dignity for our news profession is to strive for dignity
for all.
